Your company’s KBLI number may look familiar. But does it still describe what your company actually does?
For an established Indonesian subsidiary, this question matters before launching a service, expanding operations or changing licences. A classification selected at incorporation may need another look when either the business or the classification changes.
KBLI 2025 has replaced KBLI 2020 as Indonesia’s latest business-activity classification. OSS now displays KBLI 2025 and provides a public conversion tool. Its presence in the public directory, however, does not confirm that every company’s individual records have been fully reconciled.
Not necessarily through a manual amendment. Government guidance says existing licences remain valid, while substantive changes to business purposes or activities require adjustment.
What Changed with KBLI 2025?
The legal basis is BPS Regulation No. 7 of 2025 concerning Klasifikasi Baku Lapangan Usaha Indonesia, adopted on 17 December and promulgated on 18 December 2025. Article 7 makes it effective upon promulgation. BPS publicly released the classification on 19 December.
BPS introduced the update to reflect changing economic activities and align Indonesia’s classification with ISIC Revision 5. It accommodates activities such as digital-platform intermediation, digital content, factoryless goods production and carbon-related activities. The number of broad categories increased from 21 to 22.
There is also a more recent development. BPS Regulation No. 6 of 2026, adopted on 4 September and effective on 10 September 2026, amended the classification appendix. BPS’s official abstract identifies changes involving battery-industry codes 27201 and 27203 and tourism-area management code 68122. An October review should therefore use the amended classification.
KBLI 2020 vs KBLI 2025: It Is Not Always a One-to-One Conversion
The official OSS conversion guide identifies five relationships between the classifications.
OSS describes this information as reference guidance, rather than a legal determination. Three real examples illustrate the business implications.
| KBLI Conversion | What It Means | What a Company Should Check |
|---|---|---|
| Tetap 1:1 — Unchanged | The number remains; wording may change. | Read the current activity description. |
| Berubah 1:1 — Changed | One old code becomes one new code. | Compare activity coverage. |
| Dipecah 1:N — Split | One old code maps to several new codes. | Identify the relevant activities. |
| Digabung N:1 — Merged | Several old codes map to one new code. | Reconcile existing registrations. |
| Ditata ulang N:N — Reorganized | Multiple codes are rearranged. | Map each operating activity. |
Unchanged: 01111 → 01111
OSS retains Pertanian Jagung, or maize cultivation. A familiar number is a useful starting point, but the company should still confirm that its operations match the registered scope.
What to check: Confirm the company's actual activities are covered by the registered description.
Changed: 62014 → 62193
Blockchain technology development maps to development of applications based on blockchain technology. A technology company should compare its actual deliverables with the new description before relying on the replacement code.
What to check: Compare the new activity wording against the company's products, services and deliverables.
Split: 61200 → 61102 and 61108
OSS maps wireless telecommunications to wireless telecommunications activities and basic telephony services.
WeSrve's practical interpretation: A company should assess which successor activities it conducts, rather than automatically selecting both.
A code can remain unchanged, change, split, merge or be reorganized. Start with your existing code, then compare the descriptions with what your business actually does.

Three distinctions matter.
- The legal requirement: Article 5 of BPS Regulation No. 7/2025 requires existing uses of KBLI to be adjusted within six months of promulgation. Article 4 also states that uses outside statistics follow the relevant legislation. This transition provision should not be presented as an instruction for every company to execute a new deed immediately.
- Official implementation guidance: BPS’s explanation of the Joint Circular states that numerical conversion without a substantive business change is handled automatically through OSS and AHU, without an Articles of Association amendment. Substantive changes require adjustment. BKPM identified 18 June 2026 as the deadline for system adjustment. That system deadline does not establish that every company must submit a manual amendment, or that every account was successfully converted.
Check the outcome in your own records. Where the business remains unchanged, establish whether conversion has been reflected correctly. Where activities have changed, assess the required corporate and licensing updates before filing.
Sector instructions also matter. Komdigi’s e-Telekomunikasi guidance says that its system accepts KBLI 2025 from 18 June 2026 and instructs operators with older NIB classifications to update OSS first. That is sector-specific guidance, not a universal instruction for all businesses.
When Should Companies Review Their KBLI?
Review is sensible before adding activities, entering another sector, expanding operations or applying for a new or amended licence. An OSS amendment is also a useful point to check whether the company’s records describe its current business.
Changes can develop gradually. A subsidiary established for distribution might later provide installation, maintenance or software services. The commercial team may view these as extensions of the same customer relationship. For classification purposes, they deserve separate examination.
Restructuring is another review point. Moving activities between entities or changing a subsidiary’s role should prompt a comparison between its corporate purposes, registered activities and operations.
Our article on Company Restructuring in Indonesia: Keep, Restructure, Sell or Close? explores the wider strategic decision. KBLI review helps translate that decision into an activity scope the company can support.
Why the Activity Description Matters, Not Just the KBLI Number
A number alone does not explain the boundaries of an activity.
OSS expressly advises users to examine descriptions and applicable business scopes before registering business legality. Even unchanged codes can have revised wording.
Start with what the subsidiary delivers: what it sells, performs, produces or operates. Then compare those outputs with the classification.
“We are a technology company” is too broad for this exercise. Software development, platform operation and telecommunications describe different activities. The objective is a defensible match between the business and its registration.
What Foreign-Owned Companies Should Review
For a PT PMA, WeSrve recommends a short reconciliation covering:
This checker identifies review priorities. It does not determine your KBLI, licence eligibility or legal amendment obligations. Answers stay on this page and are not sent to WeSrve.
Mark the records you have compared with actual and planned operations.
0 of 9 review items marked
This measures checklist completion, not compliance. A marked item does not confirm that its contents are correct or that an amendment is unnecessary.
For regional headquarters, this should involve local operations as well as legal and finance. Registration documents explain what was recorded; operating teams explain what happens today.
Before Changing Your Company’s KBLI
Do not select a code solely because its title sounds closer to your business.
First establish whether the proposed change is a numerical conversion or a substantive change in activities. Then examine the licensing consequences, sector requirements, foreign-investment implications and corporate-document consistency relevant to that activity.
A conversion relationship is not permission to conduct every activity under a successor classification. A split may require choosing the appropriate activity scope; a merger may require reconciling multiple existing entries.
If changes to deeds or registrations are needed, WeSrve’s company amendment assistance provides a relevant next step. The review should determine the filing required.
What Companies Should Do Now
Follow these five steps to assess existing business activities against KBLI conversion guidance. Open each step for details and tick it off as you complete the review.
Obtain the latest deed, Articles of Association, NIB, OSS activity information and licences.
List current and planned activities in plain language.
Search each existing code in the official OSS conversion tool ↗.
Compare descriptions, corporate purposes and licensing coverage.
Document why no manual amendment is needed, or establish the necessary updates.
KBLI 2025 gives existing companies a reason to check whether their registered activities still reflect their operations. The appropriate next step depends on what has changed: the classification, the business itself, or both. Before expanding or amending company records, compare the current activity descriptions with your corporate purposes and licensing scope. That review will help establish whether the conversion is sufficient or further adjustments are needed.
FAQ
Frequently Asked Questions
Answers to common questions about KBLI 2025, OSS conversion and existing business licences in Indonesia.
What is KBLI 2025?
KBLI 2025 is Indonesia’s updated classification of economic activities, established under BPS Regulation No. 7/2025 and amended by Regulation No. 6/2026.
Has KBLI 2025 replaced KBLI 2020?
Yes, as the latest classification. Regulation No. 7/2025 repealed Regulation No. 2/2020. Implementation guidance provided for transition arrangements.
Do existing companies need to change their KBLI?
Official guidance distinguishes substantive business changes from numerical conversion. Existing licences remain valid; unchanged business substance does not automatically require a manual amendment.
How do I convert KBLI 2020 to KBLI 2025?
Use OSS’s conversion search, then compare the results with your activities and current records. The lookup identifies relationships; it does not complete a company-specific amendment.
Does changing KBLI affect my NIB?
It can affect the activity information associated with the NIB. Government guidance does not require fresh licensing solely because KBLI 2025 was introduced. Check the company-specific outcome.
Can one KBLI 2020 code become several KBLI 2025 codes?
Yes. OSS shows 61200 splitting into 61102 and 61108. The relevant selection depends on the activities conducted.
Does KBLI 2025 affect PT PMA companies?
PT PMA companies should review how the updated classification relates to their Indonesian operations. WeSrve recommends including foreign-investment conditions and sector licensing in that assessment.
